Why dummy data?
Procurement decisions for a study like this often hinge on what the actual deliverables will look like — beyond a methodology bullet list. Each demo here renders what the City would receive if HSG executed this method on real data. The three scenarios per method are chosen to illustrate the full range of possible findings, including cases where the data does not support cluster investment. We think being explicit about what failure looks like is part of analytical credibility.
